reasign underpreforming DOFFs - make it dilithium sink

buy let us change VR DOFFs for UR ones. VR are easy to get so as it is not that is pretty much useless. but UR are much harder to get and paying dilithium for those im sure some people would use it.
sure it would not be huge sink but every bit helps

    Easiest way for a real dili sink is to add t6 Starbases and Colonies to the Game - with real epic stuff to get for at least 1m fc per item.

    You could also allow us to upgrade our existing bridge officers. It is kinda annoying to have to spend alot of time searching to get all of your bridge officers up to purple quality, most of all if you have already trained up one you like that is green or blue quality. Having a mission you can assign a bridge officer on, or a dil sink that allows you to raise the quality of a existing commissioned officer you have could be nice. Even if it does not add a trait to the officer, or if it enhanced them in some small way could be an interesting mechanic. Could treat it like gear upgrades that when you pay the dil cost, as well as maybe a commissioned officer token being used it might enhance or unlock a trait on the officer when raising their quality rank.
