Trouble with putting Doff into fleet holdings

Hi. I'm wondering if anyone else has had this issue, but ever since they implemented the new system of depositing your doffs into fleet holdings, myself and my friend have been unable to deposit them directly from our overflow bag. Used to be that we would load up on commons to fill up our fleet missions, but now they are no longer recognized as available. This is a minor problem, but a somewhat annoying downgrade to constantly have to shift them around for space.
Perhaps this is more of a feature complaint than a bug. I apologize if I'm in the wrong area.
