Advanced Light Cruiser Retrofit can't use dual cannons.

This is an issue, but it's a minor one.
This is the Tier 6 Miranda class ship, I have the Fleet version. I went to put the Prolonged Engagement dual cannons on the ship, but it won't let me, even though it says in the description of the cannons that they can be used on Light Cruisers. They CAN be used on the Tier 1 Miranda.
Dual beams work properly, it's just the dual cannons. Dual heavy cannons can't be equipped either, but I don't remember if they're supposed to be equippable on the light cruiser.

I remember there being some noise made about this just after their release that the T1 version of the ship could equip dual cannons, but not the T6's.
(I also seem to recall reading somewhere (twitter? forum post?) that the ability to equip dual cannons would be unlocked for these ships, but I cannot find any evidence to support my recollection.)
The reason the T1 Miranda (launch era) ship can use dual cannons dates back to the origins of STOs launch. When, unless if i remember right you brought a c store T1 ship, the Miranda was the first class of starship for your first 10 (1 - 10) levels of the game.
As a result, the ship had the ability to mount dual cannons. So if you were a tac captain, or someone wanting to fly escorts, you didnt need to wait till the next rank (lvl 10/11) to start flying a ship with dual cannons.
