Now would be as good a time as any to get her in STO (given that they're actively involved in Trek-related work again).
But it could be Leeta since she's kinda been a key figure of this arc.
Then again we might be getting TWO actors rather than just one so the male could be someone else as well. We're just assuming that one of them is Emperor Wesley.

You've gone and thrown a spanner in the works. Now I'm thinking a male related to S3 of Picard, or previous seasons (
Elnor, Rios). Also assuming that the the shorter hair figure is actually male too cos second Dax (Nicole de Boer) was short haired as was Ro. This is certainly a conundrum Q would be proud of.
** The statement I'm referring to happened when Kael was answering a question about officially declaring STO as an alternate universe, so that plans for the new shows don't affect what characters they can use. He said they've considered it, but that they are finding that even doing that wouldn't help them as CBS told them they couldn't use the prime version of a character they had planned to include in the next mission, but the mirror version of the character was OK. I could just be reading way too much into things, but the way that he said all of that gave me the impression that the devs were surprised about not being able to use this character, and if that is indeed the case then that makes me think it was a character who has already appeared in STO.

Now that you mentioned her, Dax would kind of make sense since the Legendary captain pack (that contains the Caelian and many 'captain' Boffs) has an image of someone looking a bit like her despite her not being included in it.
Could just be because she was the captain of the Aventine of course, but who knows?
But isn't Smiley O'Brien dead according to STO's lore, Terran O'Brien "Somehow Returning" would include a retcon of some sort,
Unless it was faked somehow,
Smiley's death was one of the reasons why he wasn't a Terran Emperor contender.
I'm not sure tbh, none of the original Terran stuff from STO's launch seems to be STO-Canon anymore (Smiley's son was the Emperor back then), and I can't remember if he's ever been mentioned in the revamped or more recent stuff.

Do you know why she doesn't look nothing like she should do at all??? Looks like she had very, very extensive plastic surgery! Please tell me it was intentional!
Seems like she resembles the Picard Season 3 Beverley Crusher pretty well.
We should also remember that the last time we saw Dr. Crusher was in 2379 (in-universe) a good 30 years before "current time" in STO, that's a long time to not age at all for a human.
I'm not counting season 3 of Picard yet as it not out.
Not only does she look younger (in-game) than her TNG-self, she's has huge cheek implants! The trailers for P3 aren't that revealing. Had to google a pic of her.
