Yes, you can in the Dilithium Exchange, accessed via Assets. However, if you are on PC there is a lengthy wait as there is little demand for Dil at the moment. Consoles are, thankfully, a long way off this happening. The Dil-Ex is mainly player driven, so you're having (hopefully) to wait for someone to buy Dil.

Yes, you can buy Zen using dilithium, or vice-versa.
Open your inventory. Go to the assets tab. In the dilithium section you will see an "Exchange" button.
Alternately, you can open the dilithium store by clicking the button beneath the minimap. Once there, in the bottom left corner, there is a "Buy Dilithium" button.
They both open the dilithium exchange, where you can buy Zen for dilithium (on PC right now you either offer to buy at 500 each and wait for a few weeks, or you offer less and wait forever) or sell Zen to get dilithium (again, set your price at 500 dilithium per Zen and it will sell immediately).
Just make sure that you are on the right page. Buy Zen or Sell Zen accordingly.
There is currently a backlog of over 8 million Zen on backorder. Whatever you decide you want will go to the end of that line.
This is a player-driven market. We need people wanting to sell their Zen before anyone is able to buy it, and the demand for dilithium is just not that great right now.
