The new system where uncommon, rare, and very rare dutty officers can be donated to starbase projects has been added with the lastest patch to PC so be careful when donating duty officers for starbase projects.
The officers can be protected by right clicking on them and turning on protection. However, it seems to be a little bugged as on some of the officers it takes many right clicks to get the interface to stay up so the protection can be turned on.

Seems they have allowed you to Protect those whom you don't want to loose though!
The issue is, sometimes you have to try 5, or more times for the (Popup) to be shown. The work-around is not to keep trying if it doesn't work first time, instead it's best to select another then go back. Also another trick is to try to move the mouse cursor to 2, 3, 4, or 5 positions, it's inconvenient for sure, yet help speed it up as a work-around.
Cause for why you don't always see it, is because the pop-up appears behind foreground layer, so it's shown behind the current Duty Officer (layer) on several attempts. *sigh*
While I believe the overall change is positive in general though, if it *only* actually worked how they envisioned it... ...as they really need to fix the Filter so it works, and especially improve Protect Duty Officers so it's shown on TOP layer!

Says in the post on the the 7th it will only donate up to Very Rare quality, yet I previously saw Ultra &/or Epic, so be very careful before you start donating!
Sadly the Filter doesn't work as deselecting Rare, or Very Rare, or even higher will allow them to be donated; still at least you have to then click them unless you say donate all--which isn't wise until you've protected everything.

I would take it as intentional. It makes sense that the DOffs donated to these projects would be considered crew members. Colonists and prisoners would not serve in a crew capacity.

I really like the changes. The buttons, their relative sizes and positions could use some work but the ability to finally do something with all those green Doffs easily is great.
I must have hundreds of them, if not thousands from all the packs I've opened over the years. Began dismissing them a while ago, but now I can finally get some useful resources out of them too.

Anyway if they do not get donated they will soon turn irrelevant & only low level characters will be using them.
It also only makes it harder for fleet donations without them.
Many a times I used recruit colonists DOff missions to fill those common duty officer spots. It really helped fill those large requirements.

Perhaps prisoners and colonists could convert to any of the civilian professions. Not every colonist stays at the colony forever, and people do get released from prison. Perhaps there could be facilities set up on certain planets that have no current use. A special trade Prisoners for Professionals. The facility is for giving former prisoners training so they can re-enter society equipped to make positive contributions. Same thing goes for colonists. Maybe they grew up on some far-flung colony and go to the training facility to similarly be able to make a positive contribution..
For every prisoner or colonist contributed to a training facility, a random civilian professional is received.
Something like that shouldn't be that hard to set up. It would just need to be facilitated throughg a hail, linked to a POI in sector space. It won't need some special ground environment the player would need to beam down to. But it does need to be somewhere the player does need to travel to to use. The game does not need yet another thing just added to a UI dropdown menu.
The facility's planet would only need to be visited when the player feels the need to offload an inconvenient number of colonists and prisoners they will have been carrying around.
The 30 minute Fleet Starbase project Coordinate Colonization Efforts doesn't appear to be accepting Colonists as civilian duty officers like it used to.
Ok this is odd. Just an hour or so ago I could donate these green Doffs on one toon and now it's no longer possible to select them.
They just won't shop up anymore.
I also noticed that the personal assignments aren't refreshed (the text 'shipboard update' remains yellow and keeps denoting 0 seconds).
It appears to come and go based on assignment type and/or character fleet rank, I have seen it on several different characters I have, while not noticing it at all on more recent characters.
I am glad I read this thread, the risk of donating rare DOFFs is real enough, if you aren't aware of the changes.

I spent some time to lock down ALL doffs on my characters so no accidents are possible at this time.
The protection feature is currently working, cause I checked after securing my main character.
I still cannot donate common duty officers to fleet projects in the Starbase
it only shows green and above DOffs are available
and on every other fleet holding the list does not show any of the higher ranked DOffs

I won't be slotting the project again until things get sorted out, but managed to get the previous one out of the way for the 2022 Christmas project.
