Yes. On Xbox check out the Star Trek Online Microsoft Store add-ons page. From time to time they have freebies there. Currently there should be a Verdant Multibarrel Phaser Pistol pack with the pistol and a Ship upgrade token.
In the past they have had packs with banks slot, xp boosts, inventory slots, and even lockbox keys. Just check the store every now and then. From past experience the packs are usually released around the same time as new content. So there may be a new pack in the horizon with the release of Ascension, but that's just a guess at the moment.
Currently, there's a Free Elite Bridge Officer token in the Promotions tab of the Z-Store. This was also a giveaway on PC and is promoting these new tokens being made available in the Z-Store.
However, what PC players didn't get is the 'Token-3-Pack' which is being given to Consoles by way of apology for the troublesome updates that came mostly during October.
Console player here, can confirm @rattler2 's claims, PS+ members had the ugly TWoK monster maroon uniforms for years, we've also gotten free uniforms like Discovery and lamer Picard uniforms as well as the Cobalt Cadet Pack, Cobalt Sword Pack, Cobalt Pet Pack, Cobalt Pack, Seven's Cobalt Dual Tetryon Rifles, Cobalt Ba'ul Weapons Pack and Cobalt Zhat Vash Disruptor pistols.

There are occasional giveaways via 3rd party game-sites, and usually a direct giveaway during the Anniversay in Feb.
Yes, but those are for PC Alienware, Razor, etc. But the original post singled out consoles, I've only ever seen those on the Xbox store in my case and I'd assume the same on the PS store.
And C-Store giveaways during Anniversary same as PC.
And the Alienware, Steelseries and other sites that give out keys for all sorts of gamepacks are PC only it seems?.
Nowadays whenever these sites have keys for stuff, it always says "PC Only"

Sorry, but you are both incorrect. There have been specific console giveaways on these sites, and even some of the codes work on Console as well as PC. I've picked up 3 or 4 things in the past 5 years from these giveaways, including ships.

Where did you redeem the things that was "multi-platform" ?
I was told by Cryptic/Arc,(not on this profile because i don't remember the info on my old one...) Alienware and Steelseries to redeem them through the Arc launcher on Xbox.
Which i did and they were accepted but i didn't get anything in-game.
Also, which giveaways was specifically for console ?
You claim them from the Promotions tab after the code is accepted...but it's best to relog if you are already in-game so the Account Server updates correctly. I've had a couple of charity giveaways, as well as Alienware Elite bundles, medical bundle and the pink bundle...can't remember the actual ones off-hand as maintenance is still on.
