  Most likely, this is the issue. Wherever you are buying from, then that's what needs provisions.

  When getting a map invite to another fleet it's your own fleet's provisions that get used.
  
  Bring up the Fleet user interface and click on the sub-tiers of each holding you want the ultra rare doffs from (Embassy, Spire, Dil Mine, Research Lab, and Colony World) to see which sub-tier lists duty officers as an unlock. This would be the type of provision your fleet needs for members to requisition duty officers .

  Some fleet items also require you to be in that fleet that is linked to the map you are in to purchase them.

  Leave your current fleet and join a fleet that has those unlocked. Otherwise, wait for your fleet to get to the point of unlocking them to be able to purchase them.
