Unlocking Frigates for all 'true' carriers

As the title states... Any thoughts on making a pass to unlock all Frigates so they can be used by any true carrier/dreadnought as opposed to the single carrier they came with?
If faction theme is an issue... unlock for same faction.
I get you may not want an escort carrier launching a frigate but If a battle cruiser can launch an escort via console (Odyssey/Bortas) it shouldn't be too out of theme for the Verity to launch a Callista instead of an Aquarius from its hanger bay.
I mean.... The Jem'Hadar Gunboats can launch from the Vanguard Carrier and the Vanguard Dreadnought Cruiser (as well as rock the frigate-launching-console from the Vanguard Carrier...) so there's precedent.

Given the terrible state of the newest Seneca carrier which feels poorly designed like it was randomly thrown together with no real thought about Carriers along with its near useless pets that barely function. I would be very surprised to see a balance pass on Frigates.
