Why can't I buy an entertainer from the Exchange?

I've tried to purchase several entertainers over the past few months and continue getting a message telling me I can't do it and try later. I noticed today some characters have a red box around them, some a green box, so thinking the red boxes were unavailable I chose a character in a green box and still can't purchase. I've got enough credits. Thanks

    Is it possible that your doff list is full?
    This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

    The duty officers with a red box around them are KDF duty officers. Romulan duty officers have a green outline and Federation duty officers have a blue outline. What faction does the character who is trying to purchase the Entertainer belong to?

    ^ This, it depends on your char, and usually federation doffs are more expensive.
