Why loader try to patch a patched ??

As i exit STO a log in screen pops and start to patch !

    Yes, it pre-patches to avoid long waiting times for patching on the day the new content releases.
    It basically downloads most of the patch now to avoid server overload and slow download times when everybody tries to patch at the same time!

    It is pre-patching before the next content drop on Tuesday.
