Miracle Worker Secondary

I have Miracle Worker as my Secondary specialization specifically for the Simplified Plumbing space skill, but I have noticed this skill is not functioning.

Is this intentional, a bug, or just not available on console?

    Intentional. When slotting a specialization as a secondary only the Tier 1 & Tier 2 passives and bonuses apply. Simplified plumbing is tier III (Tier 3) hence it wont be applied as a perk/bonus.

    Wierd. I thought I'd was 1-3, so 4 and 5 weren't available.

    Because the barrel role from pilot is a 3, and it's available on secondary specialization.

    Barrell Roll, or "Rock n Roll" as it is official known in the game, is a tier 2 part of the Pilot specialization, not tier 3
