Can't Access Account Bank

As per the title, I cannot access my account bank.
I am a returning player. All my toons have access but one.
My Jem'Hadar (Level 61) cannot access the account bank.

I've Googled it, but all I see is people reporting it and no answers as to how to fix it.
Can anybody help me please? I've got some gear I want to toss this Jem.

    And it has been completed... just before the lock down.
    Also had time to get the Jem'Hadar Attack Ships. :)
