I haven’t commented because I can’t figure out what pack you are referring to, and don’t want to give you false information.
But the developers said in the most recent livestream that they don’t put all the promotional ships on Tribble. So this may be an intentional design, not a bug.

Which lock boxes are you looking at?

The 32nd Century ships are not from that pack, they come from lockboxes and thus the Infinity Packs.
They do however, Kirk, Courage and Janeway class come from those packs and they do NOT show up in the promo t6 packs on Tribble.
