DOFF and Dil Exchange Locked on Dominion Ton

in Duty Officer System and R&D
I've recently created a Dominion character, which starts at lv.60 (this is bad, but let's ignore this).
Duty Officer System is unlocked at lv.11 and don't know which level unlocks the dil exchange.

The point is that I can't access this things, even tho I need to.
This is frustrating.

    I feared this ... those missions can't be skipped T_T
    Honestly, I don't like playing those missions again (already played once), also that JH ship has crappy stuff: it takes MINUTES to kill swarm frigates.

    goddammit ... I should have never create that ton.

    Level 62 unlocks all the features on JH toons.

    Though you have to go to a shipyard and buy a ship to unlock all the cards.

    So you have to do at least the first two Gamma missions.
