your account is probably flagged to hold the transaction(s) for a period of time. I do not know they reasons nor the time frame, just that it happens. it's happened to me a few times. though in my case it was less than 3 hours. your alternative is to get a prepaid card if you are on steam
I have had the hold happen to me in the past, Just contact support they will free it up fast if you have a purchase history the last time it happened to me it was under two hours for them to fix it
