Cannot choose the Jem Hadar carrier

I have a level 65 Klingon Carrier and I can access every ship but Jem Hadar Vanguard Carrier. There is nowhere in the zen store to buy "Cross faction" ships but I was told if I have a level 65 Klingon it should open it up. I also have a level 65 jem Hadar

    I believe you need to reach Mastery Level 6 on the Carrier with a Jem'Hadar to 'unlock' it for other factions. So buy it for your Jem'Hadar and level it to Mastery 6 and your Klingon should be able to claim it.
