What is happening with the Dil Exchange i have wanted to Exchange Dil in to Zen for a while but it seems to be always down can someone please explain what is happening with this ?

It's not down, it's backlogged because there aren't enough people who want to trade their Zen for Dil. Submit your order at 500:1 and in a couple of weeks (I'm not sure on the exact timeframe these days) it'll complete. The why is complicated, and is answered in the many other threads that have been made on this topic in the past six months.
Here's a few of the threads directly asking about the dilex looking broken, there are plenty more of these if you go back further and even more with people suggesting things Cryptic could do to fix it.
