[Console - Universal - Destructive Protomatter Wave Projector]

This console gives a +38 damage resistance to Energy Weapons but the resist numbers do not show any change. Is this working as design?

    The damage resistance this item gives is specifically damage from energy weapons and not just the damage types so it does not appear in your stats screen.
