Spread III BOFF

I couldn't find a thread for the BOFFs but I'm unable to find a off that can train/retrain or even one that has Torpedo: Spread III. I've checked the exchange. The closest I could get is Torpedo: Spread II. Could anyone point me in the right direction. I'm sure there's one out there somewhere.

i have a similar problem , and i cannot post a new threat . i completed the facility 4028 in party with my gf , and at the end , the popup window didnt contain any of the rewards . my gf took the reward (jem'hadar boff) but i couldn't (no reward available) ......
