    There's a few skills that are disabled in the Battle at the Binary Stars TFO, but I believe it's intentional.

    in The batbs tfo you are in a costume. To not mess with the costume the swarm ability is disabled during that specific tfo.

    I'm guessing the Donnie has hangars disabled then? I always fly the megawell intrepid in that
