Tac officer dress up bug?

I have only tried this with one of my toons and his tac boff.

I have found that Tac officers do not have as many options for "dressing up" as Sci or Eng, none of the chest gear or attachments to the limbs show up, I have tried multiple times on different days to make the officer look like they are ready for war but the only options I have for dressing them up is the Jem'hadar attachments. (some zen items too)

Has anyone else noticed this?

    Its actually 2 toons that I have noticed ATM, one current time line character and one TRIBBLE character. the character can use everything, but the tac toons appear to be the only ones that can NOT use the attachments of XYZ
