anyone know if you can change uniforms and/or names of these crew members?

im guessing no, but i have never claimed them cause i usually keep forgetting i have them to claim...lol

    You cannot. They are as they are.
    You can get some low-level 23c BoFF manuals from them, tho

    You can rename them. I tried to remove the "Hologram" part of their name, but that only worked for Janice Rand, since all the other have restricted names (though you could call them something else and it works)

    The cosmetics are not editable. Not sure about the names.

    Their names are editable - costumes are not.
