I have seen builds based on weapon types but what about fighting a specific race?
I know that there are weapons that do more damage, space and ground to "name race" but is there anything more you can add to the punch hitting the target.
Well, every rep set is, in theory at least, tech developed to fight that rep's main enemy. So every rep set/build around it can be considered an anti "name race" build.
Honestly I feel a balanced build is an "anti-anything" build, because you don't specialize in just one thing, which leaves you vulnerable to others. For example, going full dedicated anti-Breen might leave you vulnerable to Klingons.
Its a lot of work to specialize in each enemy group. Less work to be a bit of a Jack of All Trades, ready for anything build.
The real heavy hitter enemy groups tend to be the ones with more access to player abilities like Klingon and Fed/Terran. Heralds and Mo'kai are a PITA as well with their Intel Spam. Most of the others tend to have at least one gimmick that can be countered relatively easily. For example the Hirogen like to use Subnuc, which can be cleared with Science Team. Other than that they're not really special other than the proc on their Tetryon weapons. On the other hand Terrans tend to have access to player accessable console abilities as well as a wider range of abilities.
I still have some of the Anti-Borg Weapons from back in the day. They didn't make much difference since Borg were generally not internally labeled as being Borg.

There's also one for Borg, Tholians, and Vaadwaur.
Also Nausicaans and Breen, and possibly more, that I have seen.
The DOFF categorization is "Space Warfare Specialist". (There's also ground ones.)
But, to zoom back out.... the only race-specific damage bonuses that I know of, are Space Warfare Specialists, and damage bonuses that are directly on weapons. So if you were setting up a build around such bonuses, all of your non-weapon equipment, traits, etc would be just like a standard build of whatever energy type the weapons are.
I do have an anti-Tzenkethi loadout on my science vessels, but it only switches out the BOFF abilities. (Less Gravity Well, more Tractor Beam Repulsors, that sort of thing, because of their AOE healing/resistance abilities.)
Units that are specifically made to counter certain races/nations would probably be short range "interceptor" style ships (like the Defiant was against the Borg) and little else, especially in the Federation where they take the swiss knife approach to just about everything instead of specializing.

But overall I think to go all out against specific races is very limited regarding racial bonus dmg.
