No Experiance points in Tutorial

in PS4 Gameplay Bug Reports
Every time i kill enemies in tutorial i don't get Experiance points and i noticed its on all platforms, we used to be able to level up to level 5 at the end of tutorial now its only level 3, is that intended or a glitch.

    Level 5 is where account-wide bonuses unlock from any subscription you have, or had, on your account.
    The tutorial has always dropped you out at level 3, sometimes 4.
