what does it say when you try to spend them? also do you have anything in the way of screenshots and/or video you can demonstrate this with?

For skill points, are you trying to select skills too far down? For example you must spend 5 points in the first tier of skills before you can choose any skills from tiers 2-4.
For spec points, the game might be expecting you to fill in the skills first.
Since the server came back online today this is happening to me too, I even just spent a retrain token and now I have no skills at all, every time I attempt to purchase/assign skill points nothing happens.
a fleet mate of mine had the same problem. I brought up my own skill tree and everything is blank but the points are spent. Looks like they broke the skill tree again, free respecs coming?

Game just crash, reboot computer and reverify files, now my skill tree is back
Character creation is also being reported as broken. These are ALL gamebreaking bugs that affect EVERYONE, hence why they're being looked into so fast.
