Key sale not appearing in C-store?

in C-Store, ZEN, and Promotions
The 25% off/20 key pack sale that's advertised isn't appearing in the C-store, is this happening for anyone else? I've tried relogging and restarting the game to no avail. Is this just an incorrect date?

    Agreed, it seems to be they do not even have the 20-pack keys listed in the Zen Store. I only see the single and 10-pack keys and they are not on sale. Sale should have been available for 5 hours at this point and still nothing.

    According to https://www.arcgames.com/en/games/star-trek-online/news/detail/11504713 , it appears for the Q Winter Wonderland flash sale, you can buy a 10-key ring bundle on sale and get an Ultimate Tech Upgrade. This upgrade is normally only available when you buy a 20-key ring bundle. I bought the 10-key and did not receive the UTU. I feel this was deceptive and want to know who to talk to to get the UTU.
