  It depends on if you have completed it on another toon already or not. It automatically unlocks for all toons if you have.

  No. If you play all missions in the Journal previous to this one, it cannot be started at all.
  The bug is that the mission won't unlock and allow you to 'Hail' the contact to start it.
  
  I have some suspicions about getting it to unlock and will check them out after patching later today.

  any progress on this problem ?
  I guess a solution would be to team with someone who can get the mission and share the mission
  Edit : I was able to complete the mission twice with someone else sharing the mission with me but it's still not showing as complete
