Are X-upgrades suppose to be account wide?

My legendary intrepid on one character has the 2 MW slots, but the delta character's only has one.
is this a bug? am I missing something? are the x-upgrades not account wide?

    i claimed the ship on the new character well after the first ship was upgraded.

    and yes, the Legendary Intrepid has one MW slot and one Universal if you use the x upgrade. Using them, mine has 5 sci plus the 2 MW/Universal acting as sci consoles, so 7 sci consoles in all. Nice means magix thrower.

    Yes, once you upgrade it, any other toon on the account claiming it will have the extra universal console slot. Mine account has it fine after just one spend.

    The X-upgrade is an account unlock purchase. BUT it has to be requested - the ships are delivered in un-upgraded form.

    In other words... If you have previously upgraded that ship-type on your account, the upgrade will be available for free, but it is not applied automatically.

    ^^This. Use the upgrade button in the ship selector.

    Also, if there are regular and fleet versions of a ship, they are treated as separate ships.

    Using T6-X on regular does not unlock it on fleet. Using T6-X on fleet does not unlock it on regular.

    (Legendary, event, lock box, lobi and promo pack ships are already "fleet level" so there is no fleet version.)

    Are the T6 Jem'Hadar Vanguard and Cardassian Intel ships from the Gamma Vanguard expansion also Fleet level?

    Although saying that, do the carriers from the Support pack all have a Fleet version, including the JH one? And the Temporal Warship and Recon Destroyer for that matter?
