2 Unique admirality cards USS Hope

It looks like i received 2 times the pack "Health care salute bundle" (promotions section, in the zen store). So i have now 2 USS Hope admirality cards.

    While they claim the Health Care salute bundle only appears once time, yet sometimes over time it will appear claimable in Mudd's, yet the few times it has 95% it only allowed the items missing that Character had.

    Yet strangely one character my Jem somehow also got 2 USS Hope Admiralty Cards on my one Jem Vanguard?

    I have this on several characters... I think it might be caused by reclaiming the pack while the first copy is on an assignment.
