Lost access to lobi store item, but its ghost persists

Ba'ul Linked Sentry Anti-Proton Kinetic Torpedo Ship Weapon is non equippable, and the mouse over says "This Item Is Equipped on a different ship." I can't find it on any of my ships, nor in my inventory.

This is only happening to one character, Nerf, my Fed Klingon. I try switching layouts, switching ships, changing instances, and nothing changes. I haven't dismissed any ships on this character for a while, and I notice that items unequip now when you do that anyway.

I am hoping against hope this gold quality item returns one day, but on several ship layouts, the ghost persists.
