queue system revamp needed

In star trek online, I notice, you queue up and hope the people in your group stick in the instance. if not, the instance falls apart and you're the only one there, and exiting gives you a 30 minute leaver penalty.
What I think should be happening is the queue system needs to integrate replacing people in instances who've left with new people, like they do in WoW.
That way, when one or more people on the stf group happen to have a fit and leave, it doesn't negatively impact those who are still playing through the stf/ tfo.
I would be really appreciative of this change if/ when it can happen.

    That does happen, i`ve been thrown into a random that was more than half way through.. What they need to do is have a last man standing thing where if you are the only one left in a TFO instance you don`t get a leaver penalty, or for when the TFO bugs out and is impossible to complete (ironically bug hunt is one of the worst for that) a voting system where no player has to suffer due to bad programming.
