All of the male Talosians seen close up were played by women, but some of them further from the camera where their too-craggy features would not be noticeable were played by male actors like Silla. The Talosians were Star Trek's take on a more scientifically reasonable version of "the Grays" so they had to use women to get the fine soft features needed (and they did not do the big eyes because no matter how they did the makeup those eyes looked fake).
