New Delta recruit in first tutorial zone cannot fire ground weapons. Had to logout/login to fix.

Started a new romulan delta recruit. In part of first tutorial mission I get ground gun and go to firing range, but cannot fire weapon.

With gun equipped, I cannot fire with 1/2 or mouse buttons in regular or shooter mode.
The icon try has no weapon fire icons, and when I open skill box to add those skill to try, the only avail skill is a hypospray.
Reclaimed diff gun from dilith store reclaim and it did not work either.

I then logged out and logged in and that fixed it....but not everyone would know to try that to fix a bug...would be better to fix the problem.
