Help! Rom delta Recruit lvl 10, sent to new romulus for promotion, but no option to zone in

I just reached level 10 as romulan delta recruit and have pending promotion to Centurian.
The task says "Go to New Romulus COmmand Center" for promotion.

I fly to new romulus but there is no option on screen to enter new romulus system. I have flown all round the both the star and the planet, so it is no positioning. Something is not recognizing that as rom recruit at this phase I'm supposed to be allowed to new romulus.

I tried logout/login but that did not help.

    You need to have chosen your faction (Fed/KDF) before you can do that. Complete the mission 'Turning Point'.

    ok, so it seems the game must not be setup to deal with players that hit level 10 before the turning point mission (i.e I should not have been given promotion task before it is possible to be promoted).

    I also did some research and it also suggests I need to do turning point as you mentioned. That is next mission so heading there now.
    I'm hoping that is also when shared bank unlocks.

    That did it. After Turning point I was able to select Faction, and once I chose faction I had access to both New Romulus and to my shared bank.
