    The easiest work around....

Don't pick up your loot. If you get stuck just pick up any loot and you will decloak. So if your cloak cycling in combat just ignore your loot till the mission is over.

That may work for PC, but I know it doesn't on PlayStation. :-(

Or XBOX.. and not all space battles have a scan-able objective or resource to harvest. I have tried to find some console or ability that might disengage the cloak, but so far, nothing I am aware of.

Sensor Analysis (Science Ships) and Gather Intel (Cardassian Ships) would work... if the ship has either or those abilities in the L1/LB radial menu AND a Battle Cloak. Unfortunately, the ships I have don't have both a battle cloak or either of those abilities. So I'm just taking the "defeat after decloaking" recruit objective slow by using my normal cloaks before each encounter if I have the time to engage them.

I think I read somewhere that we can still finish the recruit objectives as long as we don't delete and keep playing the character, even if we don't get them all done by the time the event end... right?

The event IS done now, and YES you can still finish everything at your leisure! :)

This. Absolutely this, the only realistic limitations are the lifespan of the game and a player accidentally deleting them before they finish them. (after they are finished, you can delete them and not lose your account rewards, although obviously anything specifically on that character is gone forever )

My Temporal Agent got created during the event in 2016, and I didn't actually start doing the objectives until 2018 for example.

It just started for us on PlayStation. I'm glad for the confirmation that I don't have to rush to finish the recruitment objectives. It's no longer a game once it starts to feel like work! ^_^

Cloaking mid combat is a great way of getting twatted since cloaking doesn't drop you as a target the way it does in any of the trek series so any incoming damage, such as those insanely high torpedo hits, will still be landing but being cloaked there's naff all you can do to repair.

Well we sort of just got a ship trait that in fact does placate when you cloak. Also you haven't seen that in the shows because other then ST VI no cloaking commanders where silly enough to try to cloak while they where being shot at. They all made very clear cloaking dropped shields, and without shields everyone seemed very worried about exploding.

Also since the start of the game Klingon PvPers have been battle cloaking all the time. Situational awareness.... and load the proper skills. Polarized hull is a skill you should be putting on almost any raider, but even higher hull battle cloaking ships its handy. Its got a good uptime and also makes you immune to tractors for the NPCs that use em.

However the single biggest trick to use when cloak cycling Brace for impact. We all have it for free... and yes I know cryptic has done their best to trick people into using it with 20% cat 2 bouns damage skills for it ect. However if your not clicking it for that dmg bouns... you can save it to cover your cloak cycle. With BFI running torps are not going to one shot you.

Beyond that... always trait kinetic resists (there is no reason to skip that if you are planning to fly a battle cloaking ship). However if your still light on Kinetic resist because you don't have a lot of Endeavor points or what have you. You can always slot a console that imparts a ton of Kinetic resist. They may not be DPS meta... but you can always slot one Fleet dilithium mine resist console... a fleet mine neutronium+rcs goes well on a raider one should save you from dying while cloaking unless you do something silly like cloak right in a a PvP players face or something. lol

Another tip that lots of newer players don't understand is defense rating. Make sure you put 2 points in the skill tree into defense. Raiders have low defense numbers escorts get a buff to defense raiders do not. Its also never a bad idea to slot the elusive trait if your flying a raider.

How your speced in terms of specialization. Miracle worker is a fantastic option right now for cloaking ships... it gives a great damage boost, while also providing you with a bunch of crit hit protection. If you do get hit by torps cloaking better if they don't crit.... but that spec will also impart a ton of extra resistance in general. My suggestion for a raider build would be MW+Strategist... Strategist gives you immunity to torpedo hits every 30s.

One final suggestion... run Aux to structural integrity on your raiders. (really on any ship) its super fast cool down gives you resistance, and proces extra resistance if your using Miracle worker. It also procs the speed boost from the competition reputation engines. Which really are still the only real option for engines in the game. SIF + Comp heal engine = perma zoom zoom.

So now I encountered this permanent cloak bug too, in the T6 bird of prey (recruit award ship). Absolutely nothing was breaking cloak.

Running Starbase One, assisting the NPC ship was the only way to drop cloak once the bug started, I'm guessing because it's an action that normally decloaks your ship automatically.
