Are specialization abilities lowered by sci readiness if on a sci toon?

If i have an intel or temporal toon that is science at base and I have them use those skills. Will sci readiness apply to the intel or temporal skills. I'm assuming not, but I thought it was worth asking.

    Nope. You need something that lowers all cooldowns, like Defense Drones Console or something that lowers Spec cooldowns like Highly Specialized Starship Trait.
