Today I completed another special mission of my KDF recruit, and I got rewarded with a purple BOFF. I commissioned the BOFF (female Klingon, Sisor/Sison/Sason was the name), but when I looked her on my BOFF list, she was of blue quality instead of purple (like the icon was showing). Question: did she change in quality, because I'm only lvl 20, instead of max level? Does that mean if I commissioned her at max level I would have received the best one?
I checked the ground and space trait to see if they changed from Superior to Normal (what makes the difference between blue and purple BOFFs), and it doesn't seem like something changed, but I'm not sure. I'd appreciate it if you verified my hypothesis or not.
I wouldn't be overly concerned. Mine is blue also and I opened her at level 65. This is still a great boff:
Basic Space Warfare Specialist - you don't see this too often so is very unique.
Honorable & Warrior - both are standard Klingon boff racial traits that work well together.
Superior Infiltrator - also not always seen and extends the duration of your ambush damage boost in space by 10 seconds. Perfect for ambush kills.
Wider part of the answer on why some purple doffs turn blue is the number of superior traits they end up with. Purple boffs that stay purple have two superior traits. In this case I think the other superior trait was replaced by Space Warfare Specialist so it ends up turning blue but aside from the color is a very unique boff well suited to the recruitment event.

Boff quality doesn't affect any stats, just the traits. Of all things that have 'quality' in-game, Boff 'quality' is quite pointless.

For some reason this is true of Gorn Boff that are registered as very rare [Purple] - There are "NO" Gorn Boff that registers with 2 Superior Traits - least from exchange and level rewards
A bug as quality of Bridge Officer's is determined, it's mostly based on have 1 Superior Trait for Rare, and 2 for Very Rare.
So regardless what is claims, always check to ensure they have 2 Superior Traits. Without 2 Superior's there are a few Bridge Officer's that go down in quality as someone explained with Gorn, though there is one that goes up to Purple at Fleet Embassy.
Seems these issues have been around for years, yet remain largely unchanged.
