Khenn was explained to be a no go due CBS veto a while back due to being an iconic Klingon design (well technically the D-7 is but the Khenn is just a D-7 with a bird decal).
Which makes zero sense given that Romulans can fly most Klingon ships (and vice versa).

I agree, but it's not my call either, if CBS says "no iconic ships of one faction in other faction's ship pool" then that's that.
I was never a huge fan of TOS style ships, but they have grown on me. I use the Ranger skin on my agent of yesterday's temporal battle cruiser and enjoy it.
