admirality question?

in Feature Episodes, Events and PvE Content
if you run and admirality mission and have a 100% chance of success and 40% chance of criting how do you get a failure on your mission? If there is always a chance you can fail why does it say 100% success instead of 99% chance.

    X-Com reasoning. Actually it is a bug and sooner or later will be fixed when they get to it.
