Our TOS characters are all Temporal Agents. Why not add a dialog option to Phillip Crey outside Admiral Quinn's office to return to the 23rd century version ESD a little before our characters are listed as 'dead'? That way, while we are on TOS ESD, we can recruit TOS Bridge Officers much like Romulan Captains can recruit Romulan Bridge Officers while on New Romulus (as opposed to Fed and Klingon BOs normally) using the Duty Officer assignment system.
These TOS Bridge Officers would of course be random 'rarity' (white to purple) as opposed to the purchased ones on K-13 (always purple), so it would take a lot of luck to get the ones you want.
The TOS ESD that our Temporal Agent TOS characters return to would be a separate instance from the starter TOS ESD, so as to not interfere with people making new TOS characters.
This idea makes a ton of sense from both a gameplay and lore perspective. So what do you say Dev Team? Make it so!

> This absolutely needs to happen! One of the biggest disappointments of running a TOS toon is not being able to return to the 23rd Century.
... and once again fly through sector space. I really like how the colors of the space differs in that era.
