ok so on two toons i have the preemtive (spelling) set. great set, works well, i think.
on another i tired a diff set, the quantum phase, due to the stats for shield stuffs.
out of the two, the preemtive is best. i just dislike the repeat of the mission to gain them all.
any other ideas, mixes, etc to alternate sets etc?
the quantum is too squishy for me and my shields get gone real fast at times when compared to the preemtive.
to let you know, i use the free felkiri dread from the winter award. i have two toons, one klink, one fed that use it. the klink has the preemtive, the fed uses the quantum. yes, i am also in the works for better consoles, but i feel the quantum is just not cutting it.
My go-to tends to be: iconian shield, temporal deflector & warp core (2pc for EPG-DoT), competitive engines (tac type).
I've done a lot of tests by observation over time for shields, and found resilient shields to offer the best protection as shield-penetrating damage can hurt the hull a lot. That paired with shield hardness modifiers, traits, shield regeneration, and maxing shield subsystem power when necessary, in my tests and on most builds allow shields to function well as intended, especially against torpedo spreads that are hard to predict, up to and including elite vaadwaur polaron barrages.
So on two toons you're using the Incontrovertible Defenses set from the mission Melting Pot using the "preeminent" parts?
The two tanky-est sets from missions that I know of are the Kobali and Desperate Defenses (Sol Defense) sets shown here.
If you ever want to make the switch to reputation sets the 2 piece (warp core & shields) from the Discovery Space Set really seem to stand out for sturdiness.
For something as big as the Fek'Ihri Dreadnought Carrier the Competitive Fortified or Innervated engines would get you moving faster. I like the Innervated on Cruisers and similar ships providing they have enough tactical firing modes to trigger them as you can get a larger ship moving around quickly. Others like the predictability of the Fortified engines triggered by a hull or shield heal.
The quantum phase shields with the 2 piece set bonus is actually one of the best sets for strong shields, if you can upgrade the shields to UR. Get some more shield resistance from somewhere, and your shields will only get better. If you have it, the voth power subcore console from a somewhat recent event is incredible for strengthening shields and can let an escort type ship shield tank. Unfortunately the wiki doesn't have a reasonable way to search for items/sets with shield resistance so this one is hard to figure out.
For fun, imagine a build with quantum phase shields (UR) and whatever for the 2 piece bonus, voth power subcore console, and the Krenim temporal disentanglement suite set console. That gives over 50% shield resistance, not counting whatever is in your skill tree. Then you can make a beam overload build, and for ship traits you can do subsystem redundancies, best hope of the empire, emergency weapon cycle, and field modified overload support (or you could do aux to bat+technician doffs.) Beam overloading 2/3 of the time with massive defensive power.
No such thing as a winner take all "best" set. There are simply sets that cater more towards certain builds than others.
Far as durability goes, it's not always the stats you have that matter as much as it is your ability to maintain them. In terms of survival you do want a decent mix of resistances and healing. If you can get extra capacity that's just a bonus. I don't know what your overall goals are, however for general survival recommendations, I typically recommend the Kobali or Lukari 4 piece. Another great set is the Sol Defense 3 piece. Just depends on what you're looking for overall. I've used those sets as part of my Aquarius tank, so really just depends on what you're after.

Excellent suggestions. The Temporal Disentanglement Suite is a great mission reward console for any build aside from A2B.
Shields in this game are not particularly useful. So trying to maximize them is the wrong strategy.
But basically you want the Discovery Shield and at least one other discovery rep piece (Warp or impulse engines. Most swear by the competitive engines, but I don't see the point of going fast in combat in this game, so I usually use the discovery engines and a spire core)
If you are like me and you like having torpedos fore and aft, the 2 pc Advaced MACO deflector and engine with a 2 pc of discovery or iconian seems to do well, and boots torpedo performance.
