I've been giving thought to it, I'm thinking that since you pretty much get a Mrianda, after you get to ESD, running the reliant afterwards makes game-sense
They don't all scale. Older T6's still require a character to reach Admiral before they can be claimed/flown. I have made toons recently that can not claim the T6's I own because "you do not meet the requirements".
I think for Feds, at least statistically, that Prototype Walker Light Exploration Cruiser is still best till around level 30s since it was released before the up-scaling & it gets a bit more at lower levels when compared. It begins declining though in the 30s to 40 too though but is still useable.

I'm almost absolutely sure that was caused by something other that the T6 ship being non-scalable. Last time I checked all T6 ships were scalable, the only requirement was to finish the tutorial (maybe you did not finish all missions that count as tutorial? I think there was chain missions for tutorials and not only one) and Jem'Hadar and Romulan toons need to choose ally (Feds/KDF) to have the allied ships avaiable...
Other possiblity is that was a weird bug maybe?
As for what ship I give to my new toon? Whatever one looks nice, but the Cardassian Flight Deck Carrier with all 3 console set can steam-roll almost anything in most episodes, so I did give it to my last new toon...
I just rotate through most ships for trait-unlocks regardless. New toons either get a ship that fits the character's "theme", or I start them out with a ship in order to work towards the trait-unlock during levelling.
Example... my first DIS-toon got the Mirror-Crossfield because it's a DIS-ship and fits the theme.
My Fed/Rom Delta Recruit got the andorian-science-escort early on in order to get access to Improved Gravity Well faster.
I usually have an intended ship already in mind, so I go with that. My most recent was during the anniversary, went with a mixed JJ and Disco theme. Disco character effects, ground weapons, and Disco Terran phaser arrays, with JJ uniforms and the Legendary JJPrise (Sovereign Refit hull material though). Though I did have to wait until I completed the Disco story before I could claim the ship, pretty sure I used the low level Walker for that.
I tend to do themes and put them in the ship they are supposed to end up with if possible (though I rotate through others for the traits needed by the specific character at some point too).
That said, the one I have started off with most often was the Experimental Walker since it is the one I had the longest, and it does have some advantages at lower levels so the ones I don't have the proper ships for often end up starting with the Walker if they have access to it. One good example is my (Fed-based) Kobali captain, I don't remember offhand what she if flying at the moment (I am statistically way past due to get an epic phoenix token to pick up the Samsar for her just from getting boxes for upgrades) but she started off in a Walker and has been marking time cycling though temporary T6 ships since level thirty or forty.
Since a lot of my blue faction characters are Romulan many started with Surhuelh or Faeht (though one's backstory is that she escaped from Virinat in a captured Elachi Qulash and used that ever since the first moment it unlocked). I have several Vortas, the first one, done using the Romulan 'alien' generator, started out with a Surhuelh because the Dominion Temporal Vanguard was not available yet, the ones since have all started out with the Dominion ship.
Most of my KDF captains are Orions so I start a lot of them off with Blackguards, otherwise usually S'torr, Kurak, Surhuelh, or Faeht, and recently Balth as appropriate for the motif (and faction) of the character.
I prefer to start with a ship that has hangar pets but its a case by case thing as it depends a lot on class and build I will go for cause I dont like making many main ship changes

I started 2 alts a KDF Engineer and a KDF Science. Engi has a T6 Vorcha, Sci has the T6 Carrier. I can upgrade both to fleet variant when they have maxed a rep.
I don't intend to change out my alt's ships they way my main swaps around.
Yes I basically often begin alts with their "final" ship. Just as it scales up it unlocks more slots too to place equipment. After tutorial of course. This has only been made possible due to scalling

I wanted to see the new KDF content, for example, so I made an Orion. I gave him a T6 Blackguard carrier because he was able to call in favors from the Syndicate. It's been cruising through the content like melted butter.
