Risian Kit Frame not boosting Lukari Piezo electric wrist weapon

It looks like the Risian Kit Frame does not affect the Piezo Eectric weapon (my dps only went up 3 points because i have the + WpnDmg modifier) but it does affect other electrical weapons

A few players commented, but there did not appear to be any response from STO developers, and the in-game bug reporting is not working.
