Legendary ships do not use previous ship configurations

I purchased the Legendary bundle. While trying to use the Legendary Oddysey and the Legendary Defiant, I noticed that I cannot use the previous ship configurations that I used for the T6 Oddysey and T6 Defiant.

Is this by design or a defect?
Fleet Affiliations:
FED: Royal Federation Mounted Starfleet: SB3, TAC3, ENG3, SCI3, Win, Int, DOff(T/E/S/B)
KDF: Parliamentary Klingon Empire: SB2, TAC2, ENG2, SCI2, Win, DOff(T)

    Yeah those are for all intents on purposes different ships just with the same visuals.

    No, whenever I switch to a Fleet version from CStore, I can use the config that I used with the CStore on the fleet version by loading it at the ship tailor.
