"First Complement" does no longer give duty officers

Hi,
on Friday, my new alt got to Level 11 and was given the mission "First Complement", so I went to Lt. Ferra in order to get the first duty officers as the assignments were unlocked.
But while going through the dialogues, the duty officers were not dropped into my roster. I currently have to stack up the roster from exchange or assignments through the personnel officers.
Filed in a support ticket, CMs told me to post here...

The second set at level 20 or so should be ok, though.
Yes, it will be fixed whenever that is.
Now, that's not much of a problem to me and it actually saves space for better doffs... but really new players are left with nothing.
Why are serious issues like these kept broken for so long?
