Khitomer Alliance Going Forward, United Faction proposals.

With regards to the Khitomer Alliance being expanded on and given it's own uniforms and ships. I feel it is a possibility for a few major changes in the game.
I have a few ideas about them.
I'm going to list them from least to greatest. (1&2 I believe are reasonable, and 3 is a bit of a wildcard)
1. Unlock all KDF/UFP/Romulan/Dominion basic and rank uniforms for all characters. Both so no matter where our bridge officers come from they can all wear the same uniforms, to make really cool combination uniforms and again, go back to reflecting the setting of the story in the gameplay and players.
2. Make Khitomer planet the new ESD, but for all factions. A major convient hub for all players regardless of allegiance, with all the services ESD and Qonos have. All in one map, so the advantages ESD has over Qonos. With a fasttravel point into the system. Either a new ground space modeled after the new Khitomer conference map or a space station around it, all decked out with the Khitomer Alliance flags and all the staff in it's uniform. But not just services hub, set it up to be a starting point for new storylines going forward and really work on making the central location of the game? To make what the alliance represents in the story, felt in gameplay and the community.
3.Faze out the allegiance factions entirely, allow fleets on being created to choose which allegiances style to be in, current fleets stay their style. Once level 65 is hit, all ships and locations are open to everyone. PVP task forces are allotted by who youre in an active team with or what order you get assigned coming in to it. Allegiance choice for Romulans/Dominion becomes, what storyline do you want to have for that one chapter that it makes any difference and pre-65 ships.
We're all one big alliance now.
What do yous think about these points?
Are they (the first two atleast) practical sounding?
That'd if the Khitomer is intended to stay the main storyline going forwards and we aren't seeing the end of it in this year of the klingon story. I believe it's here to stay and getting more permanent anyway.

2) Technically, you've cheated as this has already happened (in the future); it's New Khitomer (in the future).
3) This is not ever going to happen in this iteration of STO, and it has already been covered by Dev's. Factions are hard-coded and they would have to eradicate the entire first arcs of the KDF and FEDs where they are at war with each other, and that is a huge amount of playtime!
I wrote this post for discussion of the first two, but while writing them out had the mad idea for the 3rd, so it's the one I haven't been thinking about (While I've been imagining a Khitomer station alot), but its happening? YAY. But yeah, I feel the stories in the first arcs would still work as they'd come from the faction you choose, like the Romulan storyline is independent of allegiance? Idk

New Khitomer Station already exists in-mission, in-game, in the future, however that is CENTURIES away. The stories would work IF and only IF they had done what they did for the Romulans when building the game back in 2006, however, the game was built with a definitive Fed vs KDF in-mind and to undo all that would be that mammoth a task, that they might as well start afresh, and that we know isn't happening. However, as the Roms (and Jems, TOS/DSC Feds) end up in faction so that they can use said faction's resources, even that example doesn't solve the issue. They can change the restrictions all they want, which is easy as long as CBS is in agreement, but merging Fed and KDF, this has been a topic that has been beaten to death and tortured as a ghost in death.
