Upgrade item suggestion.

Once you get an item leveled to XV, there is only a chance to upgrade its quality even with maxing out the upgrade meter. With the amount of work to get upgrade tech pieces, this system needs to make that more clear and the chance of improvement should greatly increase if not be guaranteed when maxing out the upgrade meter. Also, it should be more consistent as well. After upgrading a rare rifle past lvl 15 twice, it remained rare with only a 7% chance of improving quality? This should not be a GOTCHA game, but this mechanic is way too dependent on random chance.
