With the few retcons already happening in-game as a result of ST:Picard, it would seem that there's an opening for a new Temporal Recruit Event.
Simply put, Daniels recruits people to look into all these changes that have happened in the timeline in STO so we can investigate what has changed. Also, a certain event that happened in the last Episode of ST:P could indicate something that has been unleashed that results in the upcoming DSC S3 storyline focus that we also have to help prevent coming to pass.
What do you think folks? It could at least indicate a future arc.

I am going to say that I seriously doubt Picard will have any impact on Discovery S3.
The inevitable fall of the Federation is something even Gene Roddenberry considered, and tried to put into production, only for it to get changed into Andromeda. Likewise, one of the pitches for the next Star Trek show after Enterprise was cancelled was Star Trek: Federation, a show set in the year 3,000 where the utopian lifestyle of the Federation led to stagnation and decay, and it was left with only 20 systems under its control.
Given that we know the Federation is still around(though in a much reduced capacity) in Discovery S3, I doubt the ancient synth empire had anything to do with it.
It doesn't even take that long, especially not with a Utopian society, where everything is given to you. Stagnation and decay would begin the moment the novelty of it wore off, thus leading to people not needing to do anything. I'd say the stagnation and decay would likely start around the year 2500 and it would slowly decline until the the signing of the Temporal accords. Which would bring it back a bit. But then, it wouldn't last long and by the time the year 3000 rolled around, there would likely be very little left of the Federation.
But then until the signing of the Temporal accords, only Starfleet and the Federation really police the time line. Wouldn't be to hard for them to keep nudging and bumping it to make things go their way.

At this point I'd be content with Cryptic just applying the Temporal Recruitment Event rewards to a brand-new Recruitment Event that covers all players since I really think all of Cryptic chit-chat about "it's on a to-do list" & "we're working on it" it just to kick the can down the road & placate the masses requesting it.

That's the same thing as the "legacy code" excuse. But, at least on this one, they're admitting they can't fix it, or add it. Because at Cryptic, "We don't document our work." Leaving them with the inability to work on said problems.
This should probably get added to the FCT thread because the devs have said before they aren't going to run the event because it's Fed only. They said they would look into players being able to earn the rewards some other way but nothing have came of it.

How about an event that becomes a non-event that they put a big push on fixing most of the bugs? Or at least fixing the easy ones first and move their way up the list. Thank you.

If you're talking about a full shutdown of new content for bug fixes... not possible for several reasons. The main ones being...
Artists don't fix bugs, so what would they be doing?
The SECOND they add new content after all the bug fixes, a new bug WILL appear.

When it comes to the code of this game, there are no easy bugs. They are fixing the bugs, read the patch notes and sometimes they even sneak in stealth bug fixes to keep us on our proverbial toes. Also, they prioritize the bugs that get fixed. It is not a simple process as many people think it is.

Though they might rehash Agents of Yesterday at some point. They could do so with the Picard stuff. But, I doubt they will.
