I rarely used the Singularity powers because I needed the power bonus instead. However, on very rare occasions I have used Singularity Jump to bail me out of a tight spot, or Quantum Absorption for an emergency heal. Which of those two were used more, I can't say.
The Singularity Core power penalty is significant.
I use Quantum Absorption. As a backup for heals. None of the rest of the singularity abilities are worth the time and effort used to get to them. Even though most of my Warbird builds are Romulan or Reman themed. When I purchased my TSABC for my lone Romulan char, I very happily left behind the minus 40 power reduction and the Singularity Meter.
